Election Details

In August, designated University library staff will have the opportunity to vote “yes” or “no” to unionization with AFSCME District Council 47, Local 590, AFL-CIO. The National Labor Relations Board (NLRB), a federal agency, will conduct the election through a mixed-ballot election process.

Eligible voters include all non-supervisory full-time and regular part-time professional employees (referenced in the table below) at the University Libraries and Archives and Records Center at the University of Pennsylvania, employed during the payroll period ending June 30, 2024.

Supervisors and managers of staff and student workers are not eligible to vote, even if their title is included in the list below.

Note about Biddle Law Library staff: At this time, no decision has been made regarding whether Librarians in the Biddle Law Library are included in, or excluded from, the bargaining unit, and these individuals may vote in the election, but their ballot shall be challenged since their eligibility has not been determined. The eligibility or inclusion of these individuals will be resolved, if necessary, following the election.
